Create a website where people could produce their own labels for consideration by the FDA.
A library of pre-approved images could be made available, and then a text editor could allow people to overlay their own slogans on the images. The labels could either be vetted by FDA employees, or the whole process could be opened up so the public could vote for good labels and flag those that were either off topic or inappropriate. As new label designs came out, people would remain attuned to them and the anti-smoking message.
If you get people involved in the creation of the message, they will be more likely to take that message to heart.
