Place counter displays at P.O.P. in stores, near where cigs are sold.

I am glad that the FDA is taking this step to raise awareness about the health hazards of smoking, but I am afraid that it is not going to dissuade young people to stop once they have started. Particularly when friends seem to be the strongest influence on teens picking up the habit. So, what if there were a "counter card" or a point-of-purchase display with the image where the cigarettes are sold. Maybe that might preempt them not to purchase in the first place.
